历经三十年的发展，台州这座年轻的城市正面临从“三区独立发展”向“聚心融合共生”的战略转变。位于城市几何中心的飞龙湖片区迎来了发展新机遇，已经正式从“边缘”走向“核心”，成为未来台州三区融合发展的核心阵地。

After three decades of development, Taizhou, a young city, has undergone a strategic transformation from "independent development of three regions" to "joint development". The Feilonglakearea, located in the geometric center of the city, has ushered in new development opportunities, officially moving from the "periphery" to the "core," and becoming the pivotal ground for the future integrated development of the three regions Taizhou.

飞龙湖生态区包含水体及周边生态区域，其规划范围约28平方公里，水体面积约1.8平方公里，位于温黄平原腹部、金清水系末端，远离排水出口，地势低洼，每遇台风暴雨极易积涝成灾。2010年，路桥区启动了飞龙湖生态区的建设，以解决洪涝灾害问题。作为台州市绿心生态总体规划的核心区块，它不仅是栅岭汪排涝调蓄工程的主体工程，起着排涝调蓄的重要作用，还是一道绝佳的景致，有着优越的山水资源条件和丰富的历史人文资源。飞龙湖常水位2.40m，20年一遇防洪设计水位3.43m，50年一遇校核水位3.59m。

Feilong Lake Ecological Area includes water body and surrounding ecological area, with a planned area of about 28 square kilometers and a water body area of about 1.8 square kilometers. It is located in the hinterland of Wenhuang Plain and the end of Jinqing River System, far away from the drainage outlet. The terrain is low-lying, and is prone to waterlogging and disaster in case of typhoon and rainstorm. In 2010, the Luqiao District launched the construction of the Feilong Lake Ecological Zone to solve the problem of flood disasters. As the core block of the overall green ecological planning of Taizhou City, it is not only the main project of the Shalingwang Flood Drainage and Storage Project, playing a crucial role in flood drainage and storage, but also a superb scenic spot with superior mountain and water resources as well as rich historical and cultural resources. The normal water level of Feilong Lake is 2.40m, with a flood control design water level of 3.43m for a 20-year return period and a check water level of 3.59m for a 50-year return period.

飞龙湖片区整体城市设计以“龙腾湖悦、台州绿心”为目标定位，以科学家创业基地为载体，形成科技创新策源中心；以技术升级为驱动，谋划顶级的民营经济转化中心；以山水融城为底色，打造新时代台州山水生态中心；以高端配套为抓手，构建体验未来生活的活力中心，描绘独特的山水未来城市典范。

The overall urban design of the Feilong Area aims to position itself as "Dragon Rising over the Lake, the Green Heart of Taizhou". It utilizes the scientists' entrepreneurial base as a carrier to form a technological innovation hub. Driven by technological upgrades, it plans to create a top-tier center for private economic transformation. With the integration of mountains and waters into the city as its backdrop, it aims to build a new-era ecological center showcasing Taizhou's natural beauty. Focusing on high-end amenities, it strives to construct a vibrant center that offers a futuristic living experience, portraying a unique model of a future city surrounded by mountains and waters.

功能策划方面，基于科学家及民营企业家两类主导人群，通过定制化的业态产品，适配多元需求。以飞龙潮湖为核心，形成民营企业家交往板块、科学家创业基地板块、城市综合服务板块、康养度假板块、文化体验板块及“两家”文化休闲板块等六大主题板块。

In terms of functional planning, based on the two primary target groups of scientists and private entrepreneurs, customized business formats are designed to cater to diverse needs. With Feilong Lake as the core, six major themed sections are formed, including a networking section for private entrepreneurs, a scientific entrepreneurship base, an urban comprehensive service section, a health and wellness resort section, a cultural experience section, and a "two homes" cultural and recreational section.

2023年底，飞龙湖环湖景观提升工程启动。环湖景观规划以“龙腾湖悦·两家汇集”为主题，通过构建 ‘1258’景观框架，即：***、2条道路环线、5大重要景点、8大特色活动，系统性打造飞龙湖生态景观体系。飞龙湖景观桥作为环湖景观提升工程重要组成部分，承载着重要的交通及形象展示功能，计划2024年11月开工，2025年5月建成。

At the end of 2023, the improvement project for the lakeside landscape of Feilong Lake was launched. The lakeside landscape planning takes the theme of "Dragon Rising over the Lake, Two Communities Gathering" and aims to systematically create an ecological landscape system for FeilongLake by constructing a "1258" landscape framework, which comprises one large ecological base, two road loops, five major scenic spots, and eight distinctive activities. As an integral part of the lakeside landscape improvement project, the Feilong Landscape Bridge plays a crucial role in transportation and image display. It is scheduled to commence construction in November 2024 and be completed in May ******

2.1选址Site Selection

景观桥位置示意

景观桥位于飞龙湖中部偏北区域，为环飞龙湖重要的一处景观节点。桥梁东侧临岸约10m、西侧临岸约20~30m范围内均为水工设施用地，其余为永久基本农田。环湖一圈为6米宽绿道，其中东段绿道目前已开工，其余段预计2024年年底完工。

The bridge is located in the central northern region of Feilong Lake, serving as an important landscape node surrounding the lake. On the east side of the bridge, there are waterworks facilities approximately 10 meters from the shore, while on the west side, the range is about 20 to 30 meters from the shore, both of which are occupied by waterworks facilities. The remaining area is permanent basic farmland. A 6-meter-wide greenway runs around the lake, with the eastern section already under construction and the remaining sections expected to be completed by the end of ******

1、方案设计内容Conceptual Design

1.1景观桥交通及两侧的接线方案Bridge Traffic Engineering

作为飞龙湖北部区域东西连通的主要通道，景观桥设计需要合理解决跨河行人、非机动车及景区电瓶车交通。景观桥两端应与环湖6M路顺接。道路纵断面设计应同时满足非机动车道骑行、景区电瓶车过桥的要求。

As the primary thoroughfare connecting the eastern and western regions of the northern section of Feilong Lake, the design of the landscape bridge needs to effectively address the traffic flow of pedestrians, non-motorized vehicles, and scenic area electric vehicles crossing the river. Both ends of the landscape bridge should smoothly connect with the 6-meter-wide greenway around the lake. The vertical design of the roadway should simultaneously satisfy the requirements for cycling on the non-motorized vehicle lane and the crossing of scenic area electric vehicles.

1.2景观桥造型设计Bridge Design

桥梁的造型设计应注重标志性和协调性，通过各种设计手法，使桥梁形态呈现有机的整体、和谐的韵律、富有张力的表现，与周边风貌协调统一，同时应注意对北侧飞龙山庄的视觉影响。整体风格现代简洁，桥面应考虑一定的公共空间及观景区域，为后期观光游览、体育运动、文化活动等城市公共活动行为提供空间。

The shape design of bridge should focus on symbolism and coordination. Through various design techniques, the bridge form should present an organic whole, harmonious rhythm, and tense expression, coordinated and unified with the surrounding scenery. At the same time, attention should be paid to the visual impact on the north side of Feilong Mountain Villa. The overall style is modern and simple, and the bridge deck should consider certain public spaces and viewing areas to provide space for future urban public activities such as sightseeing, sports, cultural activities, etc.

1.3桥梁泛光照明设计Bridge Lighting Design

应结合桥梁所处位置，综合考虑夜景灯光效果，充分利用各种灯具的光学属性，塑造标志性桥梁夜景。

It is necessary to consider the location of the bridge, comprehensively consider the night lighting effect, fully utilize the optical properties of various lamps, and shape the iconic night scene of the bridge.

1.5市政管线及相关附属设施设计Design of Municipal Pipelines and Related Ancillary Facilities

包括工程范围内雨污排水管道、交通安全设施、道路及桥梁照明、监控、道路绿化及附属配套设施等。

The project scope also includes rainwater and sewage drainage pipelines, traffic safety facilities, road and bridge lighting, monitoring, road greening, and ancillary supporting facilities.

2、设计原则Design Principles

飞龙湖景观桥是湖面中部贯通东西两侧河岸的重要枢纽，也是飞龙湖片区城市形象重要的展示窗口。设计应注重标志性、融合性、创新性、实用性，联系并激活两岸空间，打造以人为本、交通便捷、功能互联、活力开放的公共休闲场所。

The Feilong Landscape Bridge serves as a crucial link connecting the east and west riverbanks in the middle of the lake, and it is also an important showcase for the urban image of the Feilong area. The design should emphasize distinctiveness, integration, innovation, and practicality. It should connect and activate the spaces on both sides of the river, creating a people-oriented, conveniently accessible, functionally interconnected, and vibrant public leisure area.

2.1结构合理Reasonable Structure

设计应充分考虑桥梁的防洪、通航、抗风、抗震的要求，抗震设防烈度为6度。设计需考虑结构的独立完整和施工的实操可行。

The design should take full account of the bridge's requirements for flood control, navigation, wind resistance, and earthquake resistance, with an earthquake fortification intensity of 6 degrees. The design needs to consider the structural integrity and the practical feasibility of construction.

2.2经济适用Economically Affordable

应合理控制景观桥建造成本，与桥型和效果取得良好的平衡，整体建安费控制在3500万以内。鼓励新材料、新工艺的应用，提倡绿色、环保、节能、低碳的设计理念。

The construction cost of the landscape bridge should be reasonably controlled to achieve a good balance between the bridge type and its effect, with the overall construction and installation cost kept within 35 million yuan. The application of new materials and technologies is encouraged, and a green, environmentally friendly, energy-saving, and low-carbon design philosophy is advocated.

3、成果要求Design Achievement

概念方案设计，且具备继续方案深化设计的基础和条件，并满足市政公用工程设计文件编制深度的规定及国家其它有关规定的要求。

The conceptual design scheme should provide the foundation and conditions for further detailed design refinement, while adhering to the regulations on the depth of design documentation for municipal public works projects and other relevant national requirements. This ensures that the design progresses from the initial concept to a fully realized and compliant final design.

03报名规则

Registration Rules

1、报名要求Registration Requirements

1.1报名单位须是国内外合法注册的独立法人企业或机构，可提供有效的营业执照或商业登记证明。

The registration unit must be an independent legal enterprise or institution legally registered at home and abroad, and can provide a valid business license or business registration certificate.

1.2本次竞赛活动不允许联合体报名。

Federation registration is not allowed for this competition.

1.3本次竞赛活动不接受个人及个人组合报名。

This Solicitation is not open to individuals and individual groups.

1.4单位法人为同一人或者存在控股、管理关系的不同单位，不得同时报名。

The legal representative of a unit is the same person or different units with controlling or management relationships cannot register at the same time.

1.5业绩要求：***（****-**-**日至今）具有至少3个类似业绩（业绩类型至少满足以下其中一项）：

04竞赛规则

Solicitation rules

本次竞赛工作分为两个阶段进行：***“公开报名及资格预审”，第二阶段为“概念方案设计及评审阶段”。

This international Solicitation adopts the method of "open application pre qualification". The international solicitation is divided into towphases:***:***"Open application pre-qualification", Stage II:" Concept scheme design and review stage".

1、第一阶段-公开报名及资格预审

1、Stage I-Open Registration and Prequalification

主办单位组建资格预审评审委员会。

资格预审：***。符合性审查未通过的申请单位不能进入入围评审环节。不符合报名要求的，则资格预审符合性审查不合格。资格预审评审委员会将对进入入围评审的资格预审申请文件进行综合评审，评审内容包括申请单位的行业声誉、设计经验、项目业绩、拟投入项目的团队、概念提案等资料。

The organizing unit will establish a prequalification review committee.

Prequalification:***n review consists of a conformity review and a finalist evaluation. Applicants who fail the conformity review will not be eligible for the finalist evaluation. Applicants who do not meet the registration requirements will be disqualified in the conformity review. The prequalification review committee will conduct a comprehensive evaluation of the prequalification application documents that have passed the conformity review. The evaluation will cover aspects such as the applicant's industry reputation, design experience, project achievements, the proposed project team, conceptual proposals, and other relevant materials.

概念提案：***（不超2个）概念提案，深度由申请单位自行把控，作为入围评审内容之一，概念提案文本采用A3幅面（文本不超过10页）。

Concept Proposal:***organization must submit at least one (but no more than two) concept proposals by the deadline. The level of detail will be determined by the applicant and will serve as one of the criteria for the finalist evaluation. The concept proposal should be in A3 format with a text limit of 10 pages.

资格预审评审委员会采用逐轮淘汰记名投票的方法，从合格申请单位中评选出3家入围单位，同时评选出1家备选申请单位，备选申请单位在入围申请单位退出时依序替补。

The prequalificationreview committee will adopt a method of eliminating and recording votes in each round to select three finalist applicants from the qualified applicants. Additionally, they will select one alternative applicant, who will serve as a substitute in the order of eligibility if any of the finalist applicants withdraw.

在资格审查之后，如组织机构认为有必要的，可终止本次竞赛活动。

After qualification, the Organizers may terminate the Call if they deem it necessary.

2、第二阶段-概念方案设计及评审阶段

Stage II-Conceptual Design and Evaluation Phase

组织机构将组织3家入围单位进行现场踏勘答疑，入围单位按照设计任务书要求开展设计，并参与中期方案交流会，最终提交符合要求的设计成果文件。每家单位只允许提交一个设计方案。方案评审委员会对提交的设计成果文件进行评审，通过记名投票对3家入围单位的设计成果进行排名，并提交组织机构。组织机构根据专家评审的排名，确定第一名为中选单位。

The organizing unit will arrange a site visit and Q&A session for the three shortlisted applicant units. The shortlisted units will proceed with their designs according to the requirements stated in the design task book, participate in the interim scheme exchange meeting, and ultimately submit design deliverables that meet the specified requirements. Each unit is only allowed to submit one design proposal. The proposal evaluation committee will review the submitted design deliverables and rank the three shortlisted units' designs through a recorded vote. The results will then be submitted to the organizing body. Based on the ranking determined by the expert evaluation, the organizing body will select the first-ranked unit as the chosen contractor.

05相关费用

Related expenses

n中选单位：**0万元 （含后期深化配合费用，设计单位应配合深化至概念方案评审通过，且配合后续设计单位扩初及施工图深化工作）；

nSelected unit:***,000 RMB (Costs for later-stage coordination included. The design unit shall collaborate on detailed design until conceptual approval and support subsequent units in preliminary expansion and construction drawing detailing.).

☆所有时间均以北京时间为准，组织机构保留调整日程安排的权利，如出现日程调整的情况，组织机构将通过邮件的形式，通知入围单位。

The competition rules, clarification (Q&A) minutes of the competition rules (if any), and modification (supplement) letters of the competition rules (if any) shall be based on the written and clear content.
